The Commercial Law Development Program (CLDP), established in 1992, is a division of the U.S. Department of Commerce's Office of the General Counsel. Its mission is to improve the legal environment for business worldwide by providing technical assistance to developing and post-conflict countries. CLDP collaborates with foreign governments to implement commercial legal reforms that support U.S. foreign policy goals and promote economic development.

In 2020, CLDP focused on several key areas, including trade and customs law reform, intellectual property rights, commercial rule of law, free trade agreements, and transparency and governance.
