The Howard B. Eisenberg Lifetime Achievement Awards Dinner is an annual event organized by the Wisconsin Equal Justice Fund (WEJF) to honor individuals who have significantly contributed to the advancement of pro bono civil legal aid in Wisconsin. The 2023 dinner is scheduled for Saturday, November 4, at The Madison Club in Madison, Wisconsin.

The event will feature a keynote address by Ronald S. Flagg, President of the Legal Services Corporation (LSC), who will discuss legal aid and the justice gap. Additionally, Judge David D. Raasch (retired) will receive the 2023 Howard B. Eisenberg Lifetime Achievement Award for his extensive commitment to the justice system, including roles as a sheriff’s deputy, clerk of municipal court, chief judge of the Stockbridge-Munsee Tribal Council Tribal Court, and peacemaking advisor and trainer. Phoua Yang from Judicare Legal Aid will be honored with the Distinguished Service Award for her exemplary record of legal service to underserved populations over 21 years.

Attendees will have opportunities for networking with legal professionals, advocates, and community leaders dedicated to promoting equal justice. The dinner also serves as a platform to raise funds supporting three of the largest pro bono civil legal aid organizations in Wisconsin: Legal Action of Wisconsin, Wisconsin Judicare, and Disability Rights Wisconsin.

Legal professionals, advocates, and community members interested in supporting and advancing civil legal aid in Wisconsin are encouraged to attend. The event provides a unique opportunity to engage with leaders in the field, celebrate notable achievements, and contribute to the ongoing efforts to ensure equal access to justice for all.

David D. Raasch

Retired Chief Judge at Stockbridge-Munsee Tribal Council Tribal Court

Judge David D. Raasch has dedicated over five decades to the justice system, serving as a sheriff’s deputy, clerk of municipal court, and chief judge of the Stockbridge-Munsee Tribal Council Tribal Court. He currently serves as the Vice President of the Board of Directors for the Tribal Law and Policy Institute in West Hollywood, CA, and as Board Chairman for Judicare Legal Aid in Wisconsin. Raasch has been an unwavering advocate and board member of Judicare for over a decade and has been Chairperson since 2017.

Phoua Yang

Client Services Director at Judicare Legal Aid

Phoua Yang has been with Judicare Legal Aid for 21 years, serving in various client services roles, from receptionist and interpreter to her current position as Client Services Director. Her unwavering commitment has solidified her as an invaluable member of the JLA management team. She has trained and supervised more staff than anyone, fostering a culture of hard work, respect, and compassion for clients and colleagues alike.

Ronald S. Flagg

President at Legal Services Corporation

Ronald S. Flagg is the President of the Legal Services Corporation (LSC), the largest funder of civil legal aid for low-income Americans. He began his career as a law clerk to Judge Myron L. Gordon in the U.S. District Court of the Eastern District of Wisconsin, practiced law at Sidley Austin for 31 years, and joined LSC in 2013. Throughout his career, Flagg has actively participated in numerous law-related committees and boards, often in leadership roles, championing pro bono and public interest law nationwide.
